AFTER THE TORNAMENT COMMENTS 2005:
Elk Grove did an extremely great job on this year's tournament. We ROCKED!
Although everyone made it happen, here are some special thanks from Dennis and Bev.
From all the reports that Beverly and I have received the Sunstroke tournament was a great success again this year. I know that many of you on the tournament committee spent extremely long hours working for the tournament and much of what you did may have been unnoticed by most of the participants. Therefore, Beverly and I would like to express our deep appreciation for your work on behalf of the Select Soccer Club. A few people deserve special recognition. Glen Frisch was spending 12 hour days working on the referee assignments the whole week before the tournament. Claudia Neal helped him a great deal to make sure that we had 3 qualified referees at every game. They completed the job to perfection. Deborah Chu and Karen Sedillo worked tirelessly to organize the snack bar concessions so that many teams could make some money off the tournament. The giant task was accomplished with excellence. Pete Levinson put together the best tournament book that we have ever had at the Sunstroke. Due to the fact we were unable to meet our target dates for getting advertising together, rosters typed and last minute changing of teams, it is amazing that Pete was able to publish in time. Thanks for doing such a great job. Barbara and Winston Auld also must be given special thanks. Winston arranged permits for all the fields. Their team was responsible for getting all the trophies. Winton arranged for all the porta-poties and bathrooms. Winston volunteered to be in charge of lining the 2 fields at Eddy. Due to school being in session and the mowing schedule, Winston, Barbara and Ande Heckman and his wife spent hours working on the fields the night before the tournament. Finally, Winston and Barbara delivered all the field equipment, tables and canopies to each field beginning at 6 am and they picked the equipment up at the end of each day after the rest of us went home to rest. No one works harder for the tournament than Winston and Barbara. We cannot thank them enough. Next week we will have a dinner and close out meeting for the tournament committee. As soon as we figure out when and where it will be held, we send you another email.

TOURNAMENT INFORMATION FOR 2005
Tournament check-in will be Friday, August 1, 2005, and is MANDATORY. Tournament check-in will be at the Elk Grove City Counsel Chambers at Elk Grove City Hall from 6:00pm to 9:00pm (see below for address). Please make sure that your team book contains your official team roster (golden rod), laminated players passes, original player registration forms, and birth certificates... all must be stamped by your District Registrar. If you are having guest players, please make sure all paperwork is in order through your District Registrar, as well. In order to speed things up at check-in, please have all paperwork and game cards in alphabetical order, as is on your golden rod, and please have game card stickers ready for us to affix to the game cards.

Directions from Downtown Sacramento: Take Hwy 99 south towards Fresno. Exit Laguna Blvd/Bond Rd, and turn right onto Laguna Blvd. Make a left on West Stockton Blvd (first stop light). Make a left on Laguna Palms Way.
Directions from San Francisco: Take I-80 east, then Business 80 (Capital City Freeway), towards Sacramento. Merge onto I-5 south towards Los Angeles. Exit on Laguna Blvd. Make a right on West Stockton Blvd. Make a left on Laguna Palms Way.

T-shirts and tank tops will be sold at each site on both Saturday and Sunday. Prices will be $12 for both.

Elk Grove Sunstroke Classic Tournament
Tournament Rules and Play Format
1. RULES:
All rules will be in accordance with 2005/06 FIFA laws and CYSA rules except as modified in the following sections.
2. CREDENTIALS:
At registration check-in, all teams must present CYSA team rosters and USYSA player/coach passes (signed, picture attached and laminated), both stamped and approved by their respective district’s Registrar. At the field, the field marshal will check the player/coach passes before each game and give them to the referee to hold during the game.
3. GUEST PLAYERS:
Guest Players will be allowed in accordance with CYSA Guest Player Policies: If a team has 18 players on the official team roster, no guest players will be allowed. If a team has 17 players on the official roster, one (1) guest player will be allowed. If a team has 16 players on the official roster, up to two (2) guest players will be allowed. If a team has 15 players on the official roster, up to three (3) guest players will be allowed. CYSA guest players must be a member of a team from the same district as the team with which they are participating. Guest players must participate with a team a team in the same or higher classification as is indicated on his/her member pass. When participating at a higher classification, a player may jeopardize their eligibility for Cup play.
4. GAME CHECK-IN:
Teams are required to be at the field at least 30 minutes prior to the start of each game and prepared to start the pre-game check-in by the referee and/or field marshal who will collect the game card, check equipment, and check player/coach passes. The referee is responsible for turning in the completed game card at the conclusion of the game.
5. SHIN GUARDS:
Any player without shin guards will not be allowed to play. Socks are required to cover the entire shin guard.
6. GAME BALLS:
Each team will provide a properly inflated game ball. The referee has the final decision as to which ball will be used.
7. PROTESTS:
All games will be considered FINAL and NO PROTESTS will be allowed. Decisions by the Tournament Director(s) will be FINAL.
8. START TIMES:
All games will start no later than five (5) minutes after the scheduled time. If a team has not taken the field with a minimum of seven (7) players within the five (5) minute grace period, the game will be forfeited. The team gaining the forfeit will be awarded a 2-0 victory totaling nine (9) points.
9. EJECTIONS & CAUTIONS:
In accordance with the CYSA Tournament Manual, it is required that coaches and players receive MAXIMUM PENALTY for a red card violation as prescribed in the CYSA Constitution.
a. Players receiving a red card will be automatically suspended from the next game and will not be able to play in additional games until cleared by the PAD Committee.
b. An ejection for violent or profane conduct toward any referee or player will result in the suspension for the remainder of the tournament and he/she must leave the tournament area. The player/coach pass WILL NOT BE RETURNED to the coach at the end of the game. The player/coach pass WILL be given to the Tournament Director(s) for their disposition.
10. SPORTSMANSHIP:
Good sportsmanship prevails at all times. Coaches are responsible for the conduct of their players, assistant coaches, parents, and spectators on their sideline.
11. HOME TEAM:
The team listed first on the schedule will be designated the home team. If there are any conflicts in the teams’ colors, the home team will be responsible for changing jerseys. The home team will take the north or west side of the field. The visiting team will take the south or east side of the field.
12. PLAYING TIMES:
All games will be allowed a five (5) minute rest period between halves.

13. FORMAT:
The tournament is comprised of eight (8) divisions. The following divisions will be divided into two (2) flights with four (4) teams in each flight:

14. SCORING/ROUND ROBIN PLAY:
a. 6 points for a WIN, 3 points for a TIE, 0 points for a LOSS, 1 point for a SHUT OUT, 1 point for each goal scored
(maximum 3 points), 10 points MAXIMUM per game.
b. In the case of a forfeit, the team gaining the forfeit will be awarded a 2-0 victory totaling nine (9) points.
c. Two points will be deducted from a team’s total points for each RED CARD.
d. To insure good sportsmanship, any team that runs up the score will have one point deducted for each goal they
score over a seven (7) goal lead.
e. In the case of a tie in total game points, the following tie-breaker rules are applied in the following priority:

15. CHAMPTIONSHIP/CONSULATION GAMES:
If a final game ends in a tie, two-five (5) minute overtime periods will be played. There will not be a sudden death determination. If after the overtime periods are played, there is still a tie score, then penalty kicks (per FIFA law) will be taken to determine the winners.
16. AWARDS:
Awards will be given to First, Second, Third, and Fourth place teams for divisions with 6 or 8 teams. Awards will be given to First, Second, Third, Fourth, Fifth, and Sixth place teams for division with 10 or more teams.
17. INCLEMENT WEATHER:
To protect players and fields, games may be shortened or postponed by the Tournament Director(s) due to inclement weather.
18. OTHER SITUATIONS:
Any situation not covered by these rules shall be determined by the Tournament Director(s).
19. LITTERING:
Please help us keep our fields clean by cleaning up after your players and spectators.
20. DOGS, TOBACCO, AND ALCOHOL are prohibited from all tournament areas.
