age group.
C.
The procedures governing the general selection of players are published in the Tryout Procedure Manual.  The tryout process must produce a minimum of 13 players on each roster in order to warrant team registration.  If a select team cannot fill minimum of thirteen (13) players to facilitate metro divisional play, the team will be disbanded and the players will be returned to their recreational clubs by August 1.
D.

Any coach or parent desiring to form, or continue with, a select team shall petition in writing, by December 31, on the approved form, to the Executive Board for approval. The request must include names of coaches, including assistant coach(es), team referee, certifications specified by District IV (or the proof of intent to obtain the certifications), and the age group for the team.  Under compelling circumstances the Board may accept applications for coaching positions subsequent to December 31.
B.

C.

D.

E. In applying these criteria to determine the new coach(es) with the most comprehensive qualifications, the Executive Board may weight them as it deems appropriate and, in fact, may set them aside at its discretion if overriding circumstances warrant.
F.
This section applies to the player selection priority for coaches and teams within the context of the tryout process. If more than one coach is interested in selecting the same non-returning player or returning player(s) who list another coach as a preference, the parent/player will make the final determination as to which team they play for.  The player selection process as it pertains to tryouts is as follows:

Coaches are encouraged to seek out talented players to attend tryouts. Coaches may mention to the parent/player that they have the ability to select a “preferred coach or team” when registering online to attend tryouts. The marking of a preference does not guarantee a player will be selected by that coach or any other coach.   The marking of the preference will not preclude the player from being looked at by coaches other than the coach who was placed as a preference.

At the beginning of each tryout session, coach(es) may provide a handout to parents/players. The handout content will require approval by the Executive Board and will follow guidelines as established by the Executive Board.

When more than one coach is interested in selecting the same non-returning player or a returning player requesting to play for another team, the process is as follows:
1.
at the conclusion of each tryout session, coaches will meet with the Coaching Coordinator(s)/Age Group Coordinator to identify mutual player(s) of interest
2.
a Coaching Coordinator/Age Group Coordinator, who is not also a coach in the same age group, will  then contact the parents/player to determine which team is more desirable – this may include players that did not list a coach/team as a preference and
3.
A Coaching Coordinator/ Age Group Coordinator will notify the coaches of the parents/players decision.

3:01:03 AGE PURITY

A.
Even though CYSA defines Select (Class III) teams in two-year increments and EGSSC teams are designated as Under 10, Under 12, Under 14, Under 16, and Under 19 for tournament and Metro league competition, organizing “age pure” teams is one of the Select Club’s stated objectives.  This means that teams will be composed of players who are predominantly in the younger half or older half of the two-year span (i.e., all players will have birth dates during the same 12-month period).
B.
Within the context of the annual tryouts process conducted jointly with the Elk Grove United Soccer Club, Select teams may be identified by the single-year labels commonly assigned to Class I (Competitive) teams, i.e., Under 11, Under 12, Under 13,etc.  Those labels are used for convenience and cease to have any application outside of the context of tryouts.
C.
The Club recognizes that age pure teams have one primary advantage:  rosters can remain largely intact over several years.  This positively influences long-term player and team development.  Discontinuity in the roster from season to season is the primary disadvantage with mixed-age teams.
D.
Even though age purity is a stated Club objective, mixed age rosters are not prohibited.

3:01:04     PLAY-UP REQUESTS

Occasionally, a player will express a desire to play up in an older age group (e.g., Under 14 to Under 16).  While not prohibited, such “play ups” are discouraged.  Procedural controls are managed during the tryouts and player selection process.  The Club manager must approve the registration for any player seeking to play up in an older Select age group.

3:02 MEMBERSHIP

3:02:01 Affiliated teams must submit to the District Registrar, through the Select Soccer Club Registrar, by the final day of registration each year the following:

D.

3:02:02 All bank checks, drafts, and/or money orders submitted to this Select Soccer Club shall be made payable to the "Elk Grove Select Soccer Club" or "EGSSC".

3:02:03 For all EGSSC teams, the head coach has the final authority and responsibilities for his/her team.  The assistant coaches and team managers have delegated responsibilities.  Team trainer is an individual hired to assist the coach and his/her employment is at coach's discretion.

3:03 REGISTRATION PROCEDURES FOR CYSA AND US CLUBS

3:03:01 CYSA: Player registration shall be in accordance to the Rules and Policies of  CYSA-N, District VI.

3:03:02 US CLUB: This meeting was held on Tuesday Feb 14th, 2006
In order to Provide Elk Grove players the best soccer playing experience, the EGYSL Board of Directors requires any team that desires to register to play with the US Club must do so under the Elk Grove United FC.  This will ensure that Elk Grove players will be able to practice and play games/tournaments with US club here in Elk Grove and not have to go elsewhere. Teams can contact the Elk Grove United President about their registration

3:04 PROTEST AND APPEAL PROCEDURES

All protest and appeal procedures are conducted according to the CYSA District VI Metro League Rules & Policies.

3:05:02 Field Coordinator shall furnish the Select Soccer Club Treasurer with an itemized list of unreturned equipment and the names and addresses of individuals to whom it was assigned.

3:05:03 The Select Soccer Club Treasurer shall bill individuals holding non-returned equipment after the close of the season.

3:06 UNIFORMS

3:06:01 At minimum, club policy requires EGSSC teams to:

A. Wear uniforms that are white or navy blue. Teams may not introduce a third color to any part of the uniform – includes numbering and uniform trim.
B. All uniform jerseys must display the EGSSC logo on the upper left portion and “Elk Grove” across the front.  They will also display a player number on the back of the jersey.
C. It is optional to have a player’s name above the number on the back of the uniform jersey and the player number on the uniform shorts.

3.06:02  At a minimum, EGSSC teams will wear team designed and produced practice shirts to be worn by coaches and players at all practice or training sessions.

3:06:03 All EGSSC coaches will wear matching team designed and produced shirts any time their team is playing an organized game or scrimmage.

Beyond these requirements, uniform standardization is neither mandated nor precluded.  Annually at the first monthly board meeting following the AGM, the board shall reconsider this policy and decide whether to adopt additional standards for the upcoming season.

3:07 RECRUITMENT

3:07:01 All players shall be “free agents” permitted to play with the select club, subject to the following condition. Solicitation of registered players shall not be permitted except through the club manager where registered.

3:07:02 Once contacted, the manager shall inform the player, parents, and player's coach, if applicable, within 72 hours. Without further notice or contact by the manager, the solicitor may contact the player.

3:07:03 Any individual violating this provision shall be subject to disciplinary action by the EGSSC Board.

3:08 TRYOUTS

See Tryout Manual

3:09 COMPLAINTS AND DISPUTES

3:09:01 All disputes (both intra-team and inter-teams) shall be brought first to the EGSSC Executive Board in writing for settlement.  The Executive board will review and make a majority decision within one week from the receipt of complaint.

3:10 TRAINERS/CONTRACTS/REPORTING

3:10:01 If the team intends to hire a paid trainer, the Select Club must be notified in writing before the trainer begins working with the team.  A brief contract should be drafted summarizing the terms and conditions of employment.  The head coach and the trainer should sign the contract and provide a copy to the club treasurer.

3:10:02 The team must secure a completed IRS W-9 from the trainer and it must be submitted to the Select Club before any services are performed.

3:10:03 The team trainer will be paid with Elk Grove Select Club checks, not with team checks.  The team will reimburse the club every month for trainer fees paid by the club.  This process has been developed so that the Club can properly report to both the trainer and the IRS the total compensation paid during the year.

3:10:04 The payment process works in the following manner: at the monthly coaches meeting, the coach will give the club treasurer a team check payable to EGSSC for amount to be earned by the trainer during the month.  The club treasurer will then immediately give the coach a club check payable to the trainer.  At the end of the year, the league will then be able to issue an accurate form 1099 income statement to the trainer and to the IRS.

3:11 PLAYING TIME POLICY

The EGSSC extends the District VI Metro League General Rule guaranteeing that every player will play at least one-half of every game to all tournament matches.

3:12 TEAM EQUIPMENT

If a coach buys equipment with his/her personal funds, then it remains the coach’s personal property, even though he/she may allow the team to use it.  If equipment is purchased with team funds (either parent contributions or proceeds from team fundraising), it is considered the team’s property.  Team property remains with the team from season to season even if there are changes in the coaching staff or member families.  If a team happens to disband, team equipment becomes the property of the EGSSC for subsequent disposition or reassignment.

3:13 RESCHEDULING METRO LEAGUE GAMES

3:13:01 Coaches receive league schedules at a mandatory Metro league coaches meeting in late August and are expected to play league games when and where scheduled by the District VI Metro league.  On a rare occasion, it becomes necessary to reschedule a home game due to an unavoidable conflict.  At a minimum, coaches should try to determine need the need at least a week in advance, preferably longer.  Rescheduling a match involves the field coordinator, referee coordinator, your Metro league age group coordinator, your opposing coach, and players from both teams.

3:13:02 Coaches must proceed as follows when rescheduling becomes necessary:

A. Have a preliminary discussion with the opposing coach to discuss schedule problem and options.  Any agreement will be considered tentative pending approval of the Select club field and referee coordinators.
B. Call the Select club field coordinator, who maintains a master field schedule and needs to first determine field availability.  After determining field availability, the field coordinator will call the Select referee coordinator to determine referee availability.
C. Once field and referees have been confirmed, the field coordinator will notify you that your reschedule request has been approved.
D. Call your opposing coach to confirm.
E. Call your Metro league age group coordinator to advise him or her of the schedule change.

3:13:02 In case there are multiple requests to reschedule for the same field on the same day at the same time, we will honor them on a first come, first served basis.  Conflicts that the field coordinator is unable to resolve are referred to the Club manager.

3:14 MENTOR ASSIGNMENTS

3:14:01 At the beginning of the new season, the EGSSC executive board will assign an experienced coach to mentor each new coach in the program.  Mentor coaches will assist new coaches in all aspects of team management and club participation, augmenting the support provided by the Club’s executive board.  As the season unfolds, new coaches should seek guidance in such areas as player development, parent management, and key policy requirements.

3:14:02 The Club also strongly recommends that each Select head coach establish and maintain a strong working relationship with his or her Competitive club counterpart.  It should be the goal of all coaches to develop their players to the highest level possible.  The close relationship with the Competitive coach will assist the Select coach in developing his or her players to the next level.
