SOCCER REFEREE COURSES

ENTRY LEVEL GRADE 8
18 hour course

 

This course teaches the “Laws of the Game” and the field mechanics to be a soccer referee.  There will be FOUR , four hour, evenings of classroom setting course work and ONE two hour evening field session.  This will be spaced over a two week period.  Courses are to be taken in their entirety. 100 question test to be taken at the end of the course. 
You must pass with 75% or better to become a referee.  You may retake test if not passed on the first try.

New referees need to be able to read and write 12th grade English. Youth 11 years and older is acceptable. 
Referees can be players, coaches, non-players, parents, interested parties, etc..
Youth referees must take this course to become a referee. Max 40 per class.

 Recreational Referee  Grade 9
9 hour Saturday course

 This course is for adults, (over the age of 17) to become a referee.

This course is taken on a Saturday and takes 9 hours to do so.  5 hours classroom work and 4 hours field work.
You will need to read the rule book prior to taking the class.  There is a 50 question test at the end of the course. 
You must pass with 75% or better.  A book will be given out 1-2 weeks before course date. MAX 22 in course

This is for referees that are a grade 9 that wish to become a grade 8.
9 hour classroom setting

These courses are for reviewing any new changes to the laws and addendums.

U-6/8 Referee Courses
2.5 hour field session course.

A quick course on how to referee U-6 to U-8 players. Course is  performed outdoors on a   U-7 field.
You will need to come in relaxed attire to be able to jog/run, running shoes, and BRING A WHISTLE, and WATER.
Coaches, parents, older players are welcome to become referee’s for this age group.


WEEKLY MEETINGS:

7:30 to 8:00
The first 30 minutes are a training session. We will review new and existing situations. This is the time to bring situations that you need answered, and any solutions to situations so that everybody may learn, and share knowledge of the game.

8:00 to 8:30
The referee coordinators from the leagues clubs will be in attendance to assign games that are available.

Starting Wednesday 9/22, checks for game cards turned in the previous week should be allocated. Referees are paid the following week for games that they have done as long as the game cards are turned in. I pay referees off of the game cards turned in. When the game cards are turned in, please have them filled out properly, and legibly, so that I can read them and process them.

If you are not licensed for the 2007 season please follow the instructions to do so.
The USSF 2008 on-line registration is now open and I urge you to register on-line ASAP. Just simply go to www.ussoccer.info. I would highly recommend using Microsoft Internet Explorer for your web browser and not using Mozilla Firefox. You will need your 16 digits USSF ID card number. You will also need a credit card. Once you get to the site enter capital "R" followed by your 16 digits USSF id number (no dashes) in the "User Id" section. Your password is your last name and you must enter your last name using all lower case. Once you are in, please use the referee tab on top left of the page. You will get the CNRA message. Under the Referee tab there are two additional tabs; one is Referee and the other is Assignor State Maintenance. Click on the referee tab and that would take you to your profile section information.

The 5 rules of Dissent
GUIDELINES FOR HANDLING DISSENT
 

“Dissent doesn't get better”
 
Dissent: An audible or visible disagreement with the referee's decision that
reflects negatively on the official's fairness or competency.
 
Dissent is disruptive to the players and the game and destructive to game
control, if not in the short term, then in its long-range effect on the Game.
 
All referees need to be aware of their responsibility to, not only the game in
which they are involved, but to the Game itself. All referees need to consider not only
the effect on themselves when dissent occurs, but also the effect on their assistant
referees and the officials who will referee these players in the future.
Lack of consistency in handling dissent is unfair to the players, as well as to your
fellow officials. “the referee who allows dissent, encourages dissent.”
These guidelines are intended to aid you in your individual games and to aid
referees, as a group, to become more consistent in dealing with dissent.
 
1.      Dissent should not be confused with mere disagreement that does not
            reflect negatively on the official. A player can express a difference of
            opinion in a gentlemanly fashion not involving dissent. Treating this as
            any other question or statement by a player would be appropriate, unless
            it continues to the point of becoming dissent.
2.      Dissent that is an emotional outburst (non-premeditated), short in
            duration, and not destructive to game control can be acknowledged,
            verbally or by gesture, by the referee. But, if it continues, or is repeated
            within a short time period, the player must be warned. Multiple
            occurrences by more than one player in a short time period should also
            result in warnings.
3.      Dissent that is an emotional outburst (non-premeditated), but continues
            beyond the initial outburst, or is potentially destructive to game control,
            must result in a warning, at least, depending on other factors. Caution on
            the second occurrence. Send off on the third.
4.      Dissent that is premeditated (not the result of an emotional outburst) or is
            destructive to game control must be cautioned. Send off on the second
            occurrence.
5.      When dissent involves use of offensive, insulting, or abusive language,
            punish the more serious of the offenses (language).
 
Remember: Abusive dissent does not have to involve offensive or insulting
language, and when it is directed toward your assistant referees, demands quick, firm
action.
 

The new FIFA Offside Rule

The rule in effect ends offside for players who do not touch the ball or directly block the vision or movement of an opponent.  Thus, if a player is in an offside position and the play is played in his/her area, if he/she does not touch the ball or interfere a defender from playing the ball, the player is not offside.
